INDUSTRIAL POLLUTION LICENSE CONSULTANT
Pollution License is required by every industry involved in manufacturing, storage, marketing, packaging and repackaging of goods whether or not for human or animal consumption having direct link with the outside environment. Pollution License in Jharkhand is issued in two steps, all the industries, units liable to obtain pollution clearance shall before setting up there units apply for Consent to establish with the State pollution Department then only they shall be allowed to set up there unit, once the Consent to Establish is obtained and the unit has obtained working condition then prior to production the unit must obtain Consent to Operate from the Pollution department in order to start its functioning, failing such he shall be liable for heavy penalty.
Consent to Establish:
This is the very first step in obtaining pollution clearance. The unit applying for CTE must pay appropriate amount on challan depending upon its investment in plant and Machinery.
Following Documents are required to be submitted with the department for the purpose of obtaining CTE:
- KYC details of the Business and Authorized Person
- Land documents – Rent/Lease Deed, Tax Receipt, E bill etc.
- Project report containing detailed cost and other details of the project.
- Location Map
- Plant lay out map
- Undertaking regarding distance of different landmark from the unit
- Coy of Environmental Clearance.
All these documents are required to be filed electronically with the concerned department along with appropriate challan and after that a physical copy of such documents is required to be submitted at the office.
In general cases Consent to Establish is issued by the d apartment within 15 days of making of application
Consent to Operate:
Once Consent to Establish is issued by the department, the Unit shall apply for Consent to Operate in order to carry on its operations. CTO shall be issued only after a prior inspection and visit of the unit. CTO shall be issued by the department within a period of 30 days.
Application for grant of CTO must be accompanied by following documents
- KYC of business and Authorised Representative
- Copy of CTE or previous CTO
- Copy of Environmental Compliance Report
- Undertaking regarding compliance of the conditions of CTO
All the documents should be self attested and appropriate shall amount must be deposited by adequate means.
